The Washington State Open Checkbook is jointly maintained by the Office of Financial Management (OFM) and the Office of the Legislative Evaluation and Accountability Program (LEAP) Committee.
The Open Checkbook information includes budgeted payments generated through State of Washington Agency Financial Reporting System (AFRS), excluding selected payments. AFRS is the official accounting record of the state.
The following list identifies the excluded payments:
1. State employee salaries and benefits, which are available elsewhere on the site
2. Payments exempt from disclosure under state and federal law
3. State apportionment payments to local school districts
4. State debt service payments
5. Payments made through other state payment systems
6. Revenue refunds
While AFRS is the principal payment system of the state, some payments are made through agency-specific systems which feed summary transaction data to AFRS. Payments made from agency-specific systems are excluded from the checkbook; among these are lottery prize payments, workers compensation payments, certain client and client service payments made by the Department of Social and Health Services, and payments made by higher education institutions.
