During the 2023 session, the Legislature passed Engrossed Substitute Senate Bill (ESSB) 5082, which repealed advisory votes and established this webpage to inform voters about the state budget, as well as to share cost analyses for bills passed during the most recent legislative session. By August 15 each year, you will find the latest information as provided by the Legislative Evaluation and Accountability Program (LEAP) Committee and the Office of Financial Management (OFM).

Comparison of Expenditures With Personal Income

The Office of Financial Management (OFM) provides a comparison of how much Washington governments spend and the personal income of its citizens. For details, please see Washington state and local government expenditures per $1,000 personal income, which will open in a new window on OFM's website.

Analysis of Bills Raising Taxes or Fees that Passed the Legislature

OFM determines which bills require a 10-year cost analysis and public notifications in compliance with RCW 43.135.031. The bills listed below are ones that meet the necessary criteria AND were passed the Legislature during the 2023 session.

To view details about the bills, follow the link to the Legislature Bill Page for that bill, which will open the Legislature bill page containing its history and voting records. To view the cost analysis for the bills, follow the link to the Cost Analysis for that bill, which will open an OFM page containing the notification of the bill and the 10-year cost analysis.

To view analyses for all tax or fee bills subject to RCW 43.135.031, including ones not passed by the Legislature, there are three options:

  1. Subscribe to email notifications for tax and fee proposals by going to the OFM Tax & Fee Proposal (I-960) page, or the GOV/OFM listserv subscriber page, entering your email address in the field provided under the Email Updates heading, and clicking "Submit." You may then select from a list of subscription topics. Check the “Tax and Fee Proposals” box under the Office of Financial Management section, and click "Submit" one more time. Please note that this subscription option will mean that you receive an email for every version of every bill that raises taxes or fees each time the bill is revised.
  2. On the same OFM Tax & Fee Proposal (I-960) page, see the list of bills under the "Tax and fee proposal cost analysis notifications" section, search for the bill number of interest, and click the link for the notice.
  3. Go to the OFM Fiscal Notes page, and search for the bill number or title you are interested in.
